Kite Tail Strategy’s founder and president, Rebecca Pselos, has spent more than a decade analyzing federal acquisitions and advocating for new procurement programs and acquisition reform. Rebecca began her career at the U.S. Government Accountability Office reviewing major defense and civilian procurements on behalf of Congress. She briefed congressional staff on multiple acquisition programs’ deficiencies, budget justifications, and strategic sourcing best practices. She continued her oversight role at the National Aeronautics and Space Administration Office of Inspector General. Rebecca then went on to oversee the General Services Administration’s congressional affairs policy team as the Deputy Associate Administrator of Congressional and Intergovernmental Affairs. In this position, she successfully pushed for acquisition reform, represented the agency’s major programs to Congress, and significantly influenced IT modernization legislation. Rebecca uses her unique insight into public policy, government contracting, and congressional affairs to mature companies’ business development and provide them with a competitive edge.
